Is there a bromine smell to it?

Yes, it smells like bromine because bromine is what it is.

Is it necessary for me to shock you on a regular basis? Also, what kind of shock is best for this system? Are the non-chlorine spa frog shock packs compatible?

No shock is required to keep the water in perfect condition; however, it is a little pricey; however, I would not consider using anything else.

When the cartridges are empty, how do you know?

I usually just shake mine after removing it from the green floating base. The yellow cartridges last for about a month on me.

I'm not convinced it's a good investment

We just bought a spa about a month and a half ago. It's still a work in progress for me. This system appealed to me because it appeared to be a simple way to clean the spa. Make a note of it and then put it out of your mind. The spa, on the other hand, never seems to have enough bromine. We were supposed to set the bromine to 3 according to the instructions. I've got it set to 5 and the test strips are barely picking up any bromine. After this product is completed, I plan to try a different method.

I've been using this system for two months (and have used two of the bromine canisters) and our test strips have never detected any bromine in the water

A week's worth of use from a single bottle

It does exactly what it says it will do, but not for the amount of time it claims. It lasted exactly one week before it ran out and the test strip read zero.
