That should be the case. A complete cover is provided for the patio heater. However, I am unsure how well it is going to stand up to high winds since the fabric is not the thickest I've seen for outdoor covers.

They last through three winter storms now

The patio heater covers are a very durable product. I bought two of them for my two patio heaters so far and they have lasted through three winter storms. It's definitely a company I recommend. I was pleased with the speedy delivery and how easy they were.
