I don't really think so. The water from the downspout would go to the rain barrel, as long as the ran barrel is never full, and as long as the downspout is not too noisy when it rains. Only when the rain barrel is full or if it is raining more than the speed at which the diverter delivers water to the barrel should water be dispensed out of the bottom of the downspout with the diverter installed.

In this case, I bought the whole kit (including the hole drill bit), as it really was cheaper to buy the whole kit on Amazon. The irony is not lost on me. It is a pretty easy process to Be sure you know where you will drill into your rain barrel, where you will drill into your gutter, and how high you will place the top of your rain barrel. The hole in the gutter must equal the top of the rain barrel to ensure that the rain barrel will not overflow. The top is really on its way the top is fine so long as the water has somewhere to go rather than just sitting on top as stagnant.
Make sure the connection between the gutter and the rain barrel is tight, otherwise in the first huge downpour, the hoses can actually pop out, depending on how much water flows.
I would have appreciated some advice on the height of the gutter in relation to the barrel, but we figured it out in the end. There is no need to cut any part of your downspout to insert these downspout diverters. They are the easiest to install. The rain drops run down the outer edges of the spout and are captured to a large extent. In addition, any further rain that runs out the bottom of the downspout will bypass the diverter once water backs up in your drain pipe. Because your barrel is full, it will allow water to back up to the diverter. These are great because to winterize them you merely remove the diverter and replace the cover right over the hole using the same screw holes. They are incredibly simple to use and work great.

A barrel will not be full until all its contents are used. Water is collected very efficiently and the rain barrel is full. It all goes wrong from there. There seems to be an issue with the insert in the downspout it leaves a very small opening for the amount of water produced during even moderate rainfall. A full barrel of rain triggers gushing of water from every joint in the downspout above it. Moreover, the water is not being directed away from the house in a proper manner.
Youtube videos were contradictory when it came to how high the diverter should be placed in relation to the barrel input, as there are no helpful instructions included with the diverter.
