In short, yes. Having a clear plastic strip covering the metal strip is a nice touch. The paper need to be slid under the plastic so that it is butted up against the top edge so that a straight cut is achieved. A guide of 1/4 inch is secured to a ridge in this clear plastic.
Don't need to find out because I haven't used it much. The desktop version is great for desktop work and very handy.

I'm confident that this little paper trimmer will be a great addition to my scrap booking supplies. For cropping pictures and for creating borders around them, this is just the right size. My favorite part of it is that you can cut up to 4 pieces of construction paper at once using the extension. The trick is to HOLD DOWN the plastic tab just before the guide line in order for it to lock in the construction paper and give With this little cutter, you will be able to cut 4 at a time. The dimensions are 5 inches by 6 inches. A 5 inch card stock is what I use for my photographs. The following information should be noted There is no room for cards bigger than five inches, so if you're making them bigger, you won't be able to use the cutter. I am using the 6 in the picture. It's not going to comfortably handle half a stack of 8' x 11" card stock if you buy it expecting that. purchased this product due to its combination of price and brand name, and it broke after the second use. When you pay for something, you get what you paid for. The cheap price resulted in a cheap product, so I had to return it and replace it with a different model from another manufacturer. A very disappointed person.
Whenever I need a smaller job done, I use this paper cutter on my crowded workbench. The Tonic product is always within arms reach when trimming larger sheets of paper or plastic, whereas I have full size paper cutters for larger sheets. My main tasks with it are cutting shipping labels, shrink wrapping batteries, producing heat seal tubes for plastic packaging, and many other one-time I've replaced an inferior cutter with this one since the other one didn't last. For this device, there are screws on the blades and cutter surfaces which can be removed to be sharpened, or tightened as required. If you are looking for small items, I'd definitely recommend this product.
Several years ago, I had another, which was very cheap and still cut nicely, but was a little smaller and had a compartment on the bottom for holding things like photos, scissors, pens, etc. This would be my favorite gadget if it had something like that!.
These little gadgets were very enjoyable and I was very surprised at how well they functioned The paper trimmer I own works better than most other more expensive ones I have seen. I can easily carry it on a table and store it inside my crafting bag, making it perfect for traveling. This particular one is missing only a small lock to keep the blade down, but it fits snugly. With use, it might loosen, but that is still possible. Although there were a few people complaining that it didn't cut through paper/photos neatly, the blade is sharp and clean almost every time. However, the blade can snag and tear a piece of paper/photo under its blade. I realized I had not been on a stable surface or I hadn't been able to put the small plastic holder (which ensures your paper doesn't move) all the way down. That solved my problem, and after that, there were no more ripped pages. As far as the size is concerned, I would prefer it if it were a bit bigger or had an extension, though this works great when working on card projects.
