Yes! If you have a 7/8" post mount, such as the Pearl bracket style, you can mount this cymbal boom arm on the bass drum bracket. Keep in mind that putting too much weight on a bass drum shell can cause it to break.
The diameter of most tom mounts is greater than this boom's. It's also not a good idea to hang a big cymbal from your bass drum. It's a lot more weight and stress than those mounts were built to handle.
Yes! It can hold an 18-inch cymbal, as well as larger or heavier cymbals.

This was purchased to add a second cymbal to my Gibraltar rack, and it works perfectly.
This boom arm was purchased to replace the Sound Percussion one that was supporting my Wuhan China. It's built like a tank, as is typical of Gibraltar hardware. Each adjustment, including the tilter, has a memory lock. It is, however, heavy, which is fine. Recommended by a drummer on the road, and I won't hesitate to buy it again.
