Indeed, this is the case.
Having said that, I would not refer to it as too loose, since the diameter is the essential dimension. As a result of the extra material, the handles on the sides might be a bit uncomfortable. The 20x14 that ahead makes, however, is quite large.
My apologies if that means anything but these are really good cases. A bit of tossing can be done with them to protect the drums. I wouldn't recommend this for overseas travel, but the van version would be fine. The money is well spent.
