It won't work that way. My experience with this foam seems to indicate it is not specifically for that purpose, and it does not dampen sound. Even though I had read reviews, I was still skeptical before I bought it, given its weight and thickness, though I still had some hope that it might further dampen hard drive and fan noise in my already quiet In my experience, I did not see any difference after applying it to 3 sides of my case. It has the advantage of shock absorbing, which I believe to be its main use.
I believe it is Neoprene, which is like a sponge with a smooth surface. If you were to oil it down, it would likely become very slippery, although over time it might break down.
My role is just that of a customer, not a manufacturer or distributor. Using this technique, I just spliced the two together and it worked well.
