I would recommend against the practice of lapping scope rings, but that would work for that situation. could oxidize the scope rings or rust them if you are removing the factory finish. If your rifle is in good shape and your scope rings are in good shape, they will align just fine. Use this bar to verify that they will align, then proceed if they do not. If you wish to use the handle for lapping, or an extension to drill into it, you will need to add some sort of handle. Use the drill with caution if you are using this method, and make sure you check your rings regularly.

As far as we know, case hardened steel doesn't exist

I found it to be much These do not fit any pulleys, collars, or bearings with an inner diameter of 1 inch

I first got one to slide on, but only halfway, then it became stuck and I had to cut it off. I had to put them both in the freezer and the toaster oven before I got one to slide on. As the bearing was being cut, the press fit was so tight that it snapped halfway through.
