I think it is like the tube you would use to make sleeves for a t-shirt, a stretchy fabric with a jersey-like weave An t-shirt.
I had to buy 3 sizes before I found a good size for making sleeves with enough stretch to wear while I work. The tube is measured flat across the tube, but the amount of stretch is hard to judge. The pants should be fitted and not saggy, not overstretched
