The 4605 has a 1000ml capacity. Simply put, one leg bag equals one pair of shoes. On the 4605a, 500ml is a unit of measurement.
It has a drain plug as well as an input connector for connecting to the catheter. I'm not sure what you mean by tubing because the catheter comes with a tube that goes into the input connector.

This 1000 ml bag has enough capacity to last for a longer period of time; riding in a car for an hour and doing whatever the car trip entailed meant needing to find a restroom before long, but this bag gives you more time before needing to empty the smaller bag. This makes things a little easier and less stressful - not to mention less painful, because a full bag exerts uncomfortable pressure, and a 500 ml bag fills up FAST in comparison. I'm hoping it doesn't go away because it's a great product. This is the only location where we've discovered them.
The tubing is not included in this price. There is no indication that additional parts are required in the listing or photos. Very deceptive, and no returns or refunds will be accepted.

This must have been developed while the engineers were sleeping. This is, without a doubt, the worst leg bag ever designed. The bottom valve is completely useless and ineffective in comparison to other bags.
4605EA - The bag says "1,000 mL," but it's only 500 mL! You can see "500 mL" if you zoom in on the provided photo, but I didn't think to do so before ordering (I assumed the listed size was correct!).
It meant that my expectations were met, and they were met satisfactorily.
