It's not enough to use rubber

Rubber accordions and mud collectors aren't sufficient protection for these shocks Perhaps a real cover would be more appealing? By adding the sloppy rubber to the metal sleeve instead of the metal sleeve, it appears the manufacturer is cutting costs.
