For mounting a pulley, sheave, or sprocket on a drive shaft, use a quick disconnect bushing with a torque capacity of 3,500 in-lbs.
Split through the flange and taper for a secure grip on the shaft.
For wear, galling, and corrosion resistance, use cast iron.
To prevent the shaft from rotating in the bushing, it is keyed to it.
On vertical shafts and with vibrating loads, place a screw over the keyway to help keep the key in place.

Steering wheel mount is what this is used for

The precise size allowed me to cross drill through the steering shaft and "clamp this device to the steering shaft" by using the provided split. This is an excellent match. Drilling and tapping for the steering wheel went off without a hitch. Please accept my sincere gratitude.
