They are, with the exception that in windy conditions, the white plastic flags rip apart after a few weeks.

Locates are a breeze with this tool

These are very useful if you need to call in Locates but don't have any white paint or it's raining. Alternatively, if the ground is covered in snow.

The listing is for 1000 flags, but I only got about 200.

These flags should be ignored! These flags are possibly the worst of all time in terms of quality

They're fine if you want a flag that blows away in the first breeze and comes with half of its stakes removed. I'll never buy them again, without a doubt. Worst product ever!!.
