Yes, they are larger than the hole into which they must fit in order to form a seal. I used a 5/16 inch drill bit, which is slightly smaller than an 8mm drill bit, and it worked perfectly; you have to work them into the hole, but once they're in, they're tight and sealed.

In the hub motor of my ebike, I drilled a 5/16 hole. The Statorade was squirted into the motor after that. Then I used one of these rubber bungs to plug the hole. It went together quickly, and the motor now has a watertight plug. This is the first time I've seen it done this way, but it worked.
This is a fantastic product that perfectly fits my 10mm jack fill holes. Getting ANY of these plugs back in, as the British would say, is fiddly. My preferred tool is a 90-degree flat head screw driver, which I use to push the mushroom's'stem' sideways while using a nut driver to push the 'head'.
