it's not normal. It should line up flush with the edge and It is recommended that you place the unit upside down and tap a rubber mallet straight into the hole to drive the wheel into the hole. My weight made it possible for me to press the wheel into the hole by putting my weight upon the top of the wheel. When it snaps into place and fits perfectly, you'll know it's in place. In the event that you cannot fit the wheel in that way and/or do not have a rubber mallet, you can use a regular hammer and place a piece of wood on top of the wheel (so that the wheels are on top and the unit in the bottom). Directly over the wheel where the wood piece goes into the hole, hit the piece of wood with the hammer. Putting it into place should be a piece of cake. I wish you the best of

I love the 12 inch space between shelves, and how easy it is to move.
I did measure the lips on each shelf and Rubbermaid is correct in saying there is a 1/4" lip on each shelf. Between each shelf, there is a clearance of 11 3/4".

According to the specifications, it is 15'' x 19'' x 29''. Upon receiving this cart I found it to be quite sturdy (and easy to assemble), but it is also very tall at 19' x 29' x 39' high (19' x 33' x 42' tall if you include 2) I shall have to use it outside and see how I do with a different.
It's made in the USA. The price is right for the product. Putting in the casters into the bottom shelf is the only step left to do. Assembly, once that is done, takes only ) plastic, This was not the case with web sites like Rubbermaid. com and rubbermaid. com. Instead it is polypropylene (PP). In spite of the fact that I doubt average users will notice the difference or even care, putting the wrong material in the product title/description conveys an unnecessary feeling of deception to the consumer.

The lower shelves are used to store containers and cookware on my cart, which I use as an appliance cart for heavy countertop appliances. In this case, I can store seldom used appliances out of the way and pull them out when I need them.
The assembly was a breeze. This was the same product that was being used by the nurses in the treatment center, and it was perfect for my home. an expensive option compared to some others, but I knew what I was buying, and it is Rubbermaid and it is to be used for business purposes. Please be aware. However, this is not the case. There is a problem with this cart. It's a mammoth. In truth, this is too big to use in the kitchen and around the house if that is what you intend to do. It was another customer who made this statement, and I did not pay attention. There is a need for another one, however, since for MY purposes, the top shelf is essentially the only one I would use for storing camera bags I will be getting into and having to open.
