Quite honestly, I have no idea what the difference is
The handle on mine is shortened by pinching the red tabs. Under the handle of the cart, on the underside, there is a bar that needs to be pulled in order to It is hard for me to see the cart in front of me, but I believe you should pull the handle bar to the handle bar on the short side of the cart that is just below it.
Upon fully extending the handle, the handle rises 36 inches above the ground. As well as locking at 32", it also locks at 28".

I am ok with it if you need to pull groceries or something like that. A push cannot be done with it. It is locked in a single position on that side. You can fold it up and carry it easily. As the handle is in a fixed position, this cart is not a multipurpose type. It is probably not durable, so a heavy load could snap the handle. It is possible for you to act this way I pull a tiny, carefully stacked Whenever I fill up my jugs from Sparkletts, I use it Because I don't trust the handle not to snap, I do not put more than 2 on it at a time.
I have bought this cart twice and I have one in each car. I have never found it necessary to load it to capacity since it carries around 100 lbs at a time. The only thing it would need is some kind of wheel lock so it doesn't roll away so I use bungee cords to keep my packages from sliding off the bed. Velcro would be good too for keeping them in place as well. It is an overall good product. If it had a lock on the wheels, I would give it five stars.
It closes with a bit of strength, so keep that Only improvement I can suggest is increasing the length of the flatbed with an associated longer handle by about 5 inches. This is too low for me to push or pull, even though I'm short. An idea just crossed my mind. I really like it, though.
