As far as I know, the ones I got were only 3/8", so if you need 5/16, they won't Their other sizes can be found here.
I don't know what kind of hard plastic material makes up the center hub, but it's not metal. Despite being put on large wire shelves with loads of weight on them, I have not experienced any problems with these casters.

These caster wheels I acquired for our outside grill were outdated and had to be replaced. A heavy duty and very good quality set of caster wheels can be found here. Rather than purchase a caster with wheels, I cut the wheels off of the caster, as I only needed the wheels, easier for this application, and a cheaper price than I could find Nevertheless, I was very impressed with the quality of the product. The wheels on the grill are an improvement from the originals. The grill will probably last longer than I would like and I would buy again, but I don't think I will need to since it will probably last longer than I am likely to keep it.
These casters were purchased to fit the bottom of a wire shelf set. Our first step was going to Lowes to determine which stem size to purchase for one of the rubber bottomed feet. For those who do not know, it is not just the size of the stem that matters, but the threading pattern as well. To find out what size and thread your stem has, Lowe's has a handy demo tool. You can screw your stem into it to test it's size and thread. I thought the casters were really sturdy and that they were a good.

I built a small table for my clay studio and wanted it to be mobile so that I could mop the floor and move it around as required. EZ LOKs screwed into a simple 2x4 leg with an internal thread were used to attach the castors. What I needed from them is exactly what they are doing.
As soon as you find out what the threaded post size is, wheel installation becomes easy! In order to avoid having to replace them so soon, make sure that they are tightened all the way.
The wheels look nice. The stems were long and the nuts were inside! It's a good deal. In view of the particular application, I was looking for a set with longer stems. This one.
It took me longer to order another pair for another piece of furniture I wanted wheels added Despite not being as expected they are good, the only thing I was not a big fan of was the stem part, I wish it was a bit shorter rather than sticking out. Besides that, if you have the option of adding wheels to any of your furniture, I highly recommend doing so.
This is doing an excellent job. This is a great product that I would highly recommend.
