My 3 inch casters have a stem that is straight and 3/8 inches in diameter. There is no thread on this stem. A length of 1 3/8 inches is required. As a result of the keeper on the stem, it is 7/16" long.

My old wheels and bushings (plastic inserts) were removed. It was extremely tight to install so I used a mallet to tap in the bushings and then pushed the wheels in by hand. The wheels did stick out a little (didn't seat nearly all the way into the bucket housing), however they still work. Despite its age, the bucket is in great condition.
