The ratio of weight to weight is 1. In a counterpoise weight system, these weights are designed to be used. It is impossible for a 1lb weight to weigh 1lb in your hand, but when used with a good counterpoise system, like Rice Lake, it can be measured quite accurately in relation to a relative weight.
