Is it able to keep the paoer in place?

We use it to store our thermal receipts and have never had a problem with them falling out. When you're ready to pull the receipts out, they're quite easy to remove, so depending on the environment, I could see how they could fall out if there's any wind or if someone accidentally brushes against it.

If I buy an 18" rack, what will I do with it? Is it capable of holding 17" sheets of paper? or does the 18" have a smaller usable area than the 17"?
