Yes. They will rust over time; they are anodized, so any wear spots will rust as well; underneath, they are just steel.
When I ordered them, I didn't notice the 2 1/2. They were 3 inches tall.

Hillman obviously makes a lot of money by buying fasteners in bulk and reselling them in four-packs. These elevator bolts, as far as I can tell, are used to secure boards to the inside of grain elevators. elevators that aren't standard The flat ends fit flush against the lining of the bin, allowing grain to flow freely to the bin's bottom. I don't own a grain elevator, but I can't imagine how much it would cost to build one if I had to purchase four of them. Hillman's time has come.
I used them to dress up a TV stand and a side table that I built, and they add a nice rustic/industrial look to the furniture. These have a lot of meat on them. You can use them to make a piece of furniture that was previously inexpensive look much more expensive. For example, we used bolts to secure a solid wood top to an IKEA Expedit bookshelf that was lying on its side. The end result is fantastic, and it now resembles a piece from a much higher-priced furniture store.
Bolt has a good black finish and a strong flat head.
