The pattern cutting bit is used for cutting patterns. Using this with a clamped template attached directly to the work surface is ideal. It might be 1/8" from the inside of the work piece to the template. With the bearing riding against the template (perhaps made from 1/2" masonite), the work piece below is shaped into the template's shape. Putting the bit in a router and running it by hand on top takes priority. Depending on how you set it up, you can use a router table or with a fence on a router (run manually), but for cutting dadoes I prefer a stack dado blade for the table saw.

To make a hole in the block of wood, drill a hole in it. Prepare the opening by rough cutting it with a jigsaw. Once you've cleaned up the edge with the bit and a template, repeat the process. The maximum amount of material to be removed by this bit in any single pass is 1/8 inch. Using a pattern bit as a trap is never a good idea.

My assessment of CMT is that it represents quality and longevity. As I was mortising cedar posts, I used this bit on a Porter Cable plunge router and plunged the full 2" length. I had no problems getting this bit to cut through my cedar posts. There's nothing better than a tool that is both sharp and works well. It has been a few months since I bought this CMT bit, but I continue to be amazed at how cleanly and quickly it hogs away material.
