It seems to be for grinding concrete, but I'm not sure what grit it's made of. The lighter the item or finger, the more scratched, and the more sand and buffing will be needed. As a first method of making a rough flat surface, it is very effective

The tool was used for grinding down the sills underneath a door. Despite the concrete being hard and full of rock, it cut right through with little effort and left a smooth finish behind. Obviously there is a lot of dust in a workshop, so use good ventilation, but for small jobs, a disk like this is the best. take a slightly larger hole than the smallest hole in 5/8", however it provides a washer that slips inside the hole to fit standard ( US ) grinder shafts.
SAE is not metric, but metric. Like me, you may have bought a Harbor Freight grinder without checking its size when you bought the machine, so you'll need to bore out the centre hole to 7/8 inches. Otherwise, you will have a lot of trouble centered the wheel.

Although the wheel comes with a small washer to compensate for the larger center hole than on my milwaukee angle grinder arbor, it does have a slightly larger hole than the arbor on my angle grinder. With this wheel, you'll have no problem grinding through concrete. Thus far, I have used it for about 20 minutes and it does not look any different than when I first pulled it out of the package.
The drive is made of cement.
I needed it to do what I needed it to do and it worked well.
