Yes, the hooks are welded onto the plate, and do not move. It is a very good holder. It would have been nice to have two.
It is dependent on how thick the broom handle is to use the hooks because they are small. Spatulas and other kitchen tools are my favorite uses for it, although, even with those, I can only hang one item at a time. As far as hanging items go, I guess my heaviest item is a medium

A little more time was needed for shipping than I initially The hanging rack arrived a few days after I ordered the two items from Amazon. A few days later, I ordered some more things from Amazon and they came much more quickly. The rack can hold approximately 3 racks My other items will arrive in 4 weeks, the rest in 1 week It will take two.
