I doubt the handles would hold up. Would hold sand, but not sure if it would hold up. I'm not exactly sure what you plan to use it for. Like a good quality tarp, this material is strong and durable. Good quality webbing is used for the handles.
The answer is yes, I believe. While I have not had it out in a very heavy downpour, I am sure Water does not penetrate into the cylinder. This is great. I really like it. I am glad we bought this product as it is very useful at the campsite. We had a squirrel chew through the side, so it doesn't reflect poorly on the product as a whole. He stole a piece of corn on the cob from us too. He was a bit ballsy to say the least.
