I doubt the handles would hold up. Would hold sand, but not sure if it would hold up. I'm not exactly sure what you plan to use it for. Like a good quality tarp, this material is strong and durable. Good quality webbing is used for the handles.
The answer is yes, I believe. While I have not had it out in a very heavy downpour, I am sure Water does not penetrate into the cylinder. In our experience, we don't zip the top of the trash bag up since we use four small clips to ensure the bag stays on It may not be waterproof, but I think you'll be fine with it if you're concerned about

This is great. I really like it. I am glad we bought this product as it is very useful at the campsite. We had a squirrel chew through the side, so it doesn't reflect poorly on the product as a whole. He stole a piece of corn on the cob from us too. He was a bit ballsy to say the least.
