Is it possible to use this outside on a porch when the weather permits?

The cold won't harm it (mine have been outside on the porch for several years, but my porch is covered), but I wouldn't leave it out in the rain or ice. They are lovely, but they are made of real fabric that may be harmed by water.

Is it possible to take off the cloak?

It isn't detachable, no.

A portion of the nose has been severed

I got a very large nutcracker with a nose that was missing. Because the nose isn't in the box, I'm guessing it was broken before shipping.
