Keeps hair in check, but does not control it

This hat has to go over my hair in a hair net before it can be worn. I cannot tie my hair snug, and it falls out from under it even when it is fully tied. Perhaps it is just me, but my hair is silky and I have to get my hairbands super tight to stop them from falling out.
