While you may be able to do so with the top hole, I wouldn't recommend it with the weight involved. The anchor screws on one side go into a stud, and the screws on the other side are screwed into a stud. This is for 4 pots and 3 tops. I have no trouble hanging anything on it. You have to remember that the weight limit on command strips changes as you move away from the secured point of the strip, so anything you hang on it will add to the weight of your item. As an example, you can hold a 5lb weight close to your chest in a single hand for a very long time, where as if you held it straight out from your body, you would only be able to hold it for a very short amount of time.
There may be a way to shorten it by welding it into place after someone cuts the needed amount of the middle. Except for that, there is no way it could be shortened. For the record, I love mine, but I crimp the part of the hook around the bar or else the hook comes out whenever I take a pot off. Before installing it, make sure you have done this.
My rust-free one has been in our kitchen over the stove for a year. The climate is quite dry here, so probably would not have a rust problem.
The pans can fit on top of it comfortably and is polished high grade steel.
