I would use a plunger first, regardless of the water level.

This item is completely useless! Stick to the regular gel drano if you want to get rid of hairballs. uunnugh! That is not the case. I followed the directions exactly and repeated the process twice, with little difference.
I have no idea why I thought this would unclog my drain; it's probably a sign of madness. Draino has consistently failed to deliver on its promises over the course of my life. It has never been successful in clearing a clog. However, it has earned me the scorn and contempt of those lumbers whom I had to hire to come and fix the drain after once again realizing that I had squandered money on a useless product.
It states that it works with slow drains, which is exactly what I had - a sink that takes a long time to drain It's also not particularly slow. br>I followed the instructions to the letter and used half of the bottle, but it didn't work. Add the remaining half - same. Now that the entire bottle has been consumed, there is no way to return it. The $12 has already been spent.
This product performed as expected, and I expect it to do so for you as well, assuming you didn't pour concrete down your sink or something. There's a reason most people recognize the word 'draino,' and it has nothing to do with the fact that it's a fun word to say.
This product does not remove hair. Like many others, I purchased this after reading the title, which stated that it removes hair. It doesn't, so I'll have to shell out more cash for the Gel version.
For a clogged bathroom sink, this method did not work. Unfortunately, the blockage was forced up into the bathtub as a result. I had to contact a plumber.
It worked, yaaaaaaaaaaaaaaaa I had to repeat the process because the instructions said to use half a bottle and wait 15 minutes. 30 min- I flushed with hot water after waiting the full 30 minutes, but it seemed to drain slower than before. I poured the remaining half of the bottle in and waited another 30 minutes, assuming I'd have to ask Drano for a refund. However, when I ran hot water through the sink, it immediately drained! I'm glad I didn't have to deal with my landlord about a plumber because of this inexpensive solution.
