What about Hollister #18364 pouch? Will this work and stay in place?

As far as I know, this cover fits very well over Hollister brand 2 This unit is sold by the piece.

Is it open enough at the bottom to allow you to empty it without having to remove ?

It is true. With the pouch system, you can pull out the end of the bag without taking off the cover in order to empty it. The listing has examples of how it works in the reference images.

Is this bag going to fit over and will it be easy to remove?

There is no connection between the bag and wafer if it is 3 or less. In that case the cover will fit over the bag because it is 25" wide. If you plan on removing the bag, you should remove the cover first. That should help a little bit!

Purchased two, bought more, and it is just what I have been looking for

While I have tried many options to conceal my urostomy bag (2 months), I am conscious of what others see and am hesitant to be in public. I currently use a children's neck wallet in conjunction with a liquor bag to conceal it. It might be fun to try this out. Having discovered the perfect product (at least for me), I am now free from the embarrassment that I perceive others to have. These are already on my shopping list and I'll be purchasing more in the future. There is some stretch in the fit, so you don't have to worry about it falling off as your body moves during the day. A comfortable and easy-to-wear shirt that enables you to throw it on and take it off easily. Although there are many businesses to choose from, I'm not going to need to look elsewhere. It was a pleasure working with.

Designed to fit "medium" Drainable bags, this covers them well. As it's made out of regular, non-expandable fabric, you'll want to take care not to fill it up too much. You will not be able to remove the bag to drain it if you do this. It washes easily and is.
