What is the purpose of it?

Aids in the prevention of diabetic foot spots caused by low blood sugar levels. It can help prevent amputations of the toes and feet caused by diabetes that has gotten out of hand.

Is it true that diabetic defense foot wash has an expiration date?

The bottles aren't covered in stickers. On the bottom, there's only a batch number. However, I don't recall seeing one on the outside packaging.
