Cupcake toppers did not come with 24 pieces- Only 12 pieces were included in the shipment

They were of good quality, but we needed 24 cupcake toppers in addition to the cake topper, and we only had 12 available. They couldn't be returned because they were needed for a party the next day. I was VERY DISAPPOINTED that the shipment did not contain 24 pieces as stated in the description.
