In modern lenses, the clarity and the level of correction are exceptional. This usually results in them lacking any kind of personality. You asked, can't we just add an effect X in post-production? Of course we can do that. As an optical filter does not have a dynamic range of its own, it is unaffected by the dynamic range of your sensor. Blowing a highlight means it has no color information, so any postprocessing effects will have it as pure white. But an optical filter doesn't care about brightness - it simply transforms it into a filter. If you do this, your highlight will have a softly fading halo, and even if your camera perceives the epicenter as 255/255/255, the glow around it will retain color information (which in turn enables Photoshop to restore highlights).
