The handle is not there. It is made out of a stiff plastic material and doesn't have sleeves. The way I manage to protect drawings on Bristol paper of this size is working for me quite well.
It lets you display 11x17 art, but the actual portfolio measures 18 3/8" wide by 12" tall, so it might be too big for the bag you have.
