I would say no. You can find a user manual for the RF modulator by going to your browser's "Philips PH61159 RF Modulator" link. There is no mention of a remote in the manual.
That doesn't seem to be the case Connecting an HD box to a TV with only an RF input, I connected it to that. Besides the RF interface, I don't think it outputs anything else. Input is intended for the others.
It seems to me that a VCR doesn't have anything to do with channels in most cases if it is an ancient one. It's worth your time to take a look at it. If you are willing to spend a few bucks you may be able to get As long as it's available, you can connect it to another device.

There is no coaxial out on Direct TV's HD box, and I have Direct TV. It was a great idea to put dust collectors back into service.
