The length is 2 1/4 inches above my knees, and I am 5' 5". However, it's not short so you'll still be able to see your legs while it covers your upper thighs nicely.
It was perfect for me, and I know exactly what you mean by a "muffin top." I wear a 6/8 and Medium was perfect for me. As a matter of opinion, I would go for the Large. A suit like this one has a waist that is high enough to cover a dreaded "top."
It's probably true. This is just below my belly button and I am 5'5" tall
The fit is great and the fabric is great, but the skirt had too much flounce for my tastes. Despite my best efforts, it made my hips look bigger than I wanted them to.

This swim skirt is so flattering I bought it twice. With a tankini or bikini top, I wear it as a swim bottom, or I pair it with a one piece bathing suit over it. There is no pinching in the legs or waistband as well. As a result, it sits perfectly under my natural waist, and the skirt actually extends all the way down. My swim bottoms do not like to adjust to my figures, and this swim skirt from target is slightly longer (and much more flattering) than the others I've bought at Nordstrom and Target. Despite being long enough to provide modesty, it is not matronly and can serve as both a swimsuit and cover up at the same time. In addition to maintaining a tennis skirt appearance, it is also sporty. My purchase of two navy and gray ones will most likely be followed by buying the black one as well. The quality of this swim bottom cannot be overstated My experience wearing this swimsuit is the same as what I have experienced wearing Athleta's swim shorts and skirts.
