My head is 21 inches in size, and the small fits with room to tuck my hair in it when it is in a ponytail. I didn't measure it before I purchased it, but I believe it is 21 inches. The small/medium work best for people with a waist circumference of 21 to 23 inches.

I love the look of this hat. My hat was too loose for my head, enough to blow off my head during a windy day, even though I purchased the smallest size available. It does not have a chin strap and is not adjustable, so it will not work in the rain in Washington. I did not have any problems returning this item.
