She is currently in a 3T--4T clothing size and I bought a 4T for her when she was 2 years old There's nothing wrong with the 4T clothes, they fit true to size. I just chose the bigger size so it will fit her longer. It's not too big, she can move around a little bit. In the case of a tiny baby, I would buy the 6 month version. However, if she is likely to grow soon or chunk up a bit, then I would buy the 9 month version.

a size up for my toddler, she is a 2T, but I'm trying to remember whether I bought a 3T or not, so she can wear it through the summer (and hopefully through the winter if we can find a I bought the tops and they are a little large to start with but they are still very comfortable on her. The bottoms are relaxed (as they are supposed to be), but tight enough to fit her reusable swim diaper in and keep it in place. One of my biggest complaints is that it's cut so low that even if she wore nothing underneath, her little butt would be showing! Low rise jeans are fitted lower than this. The way it sits on her makes it look ridiculous. I may just have to have her swim in her swim diaper and one of the tops instead.
