I usually size up (especially for seasonal items) because it's easier to tie tight and/or stitch if necessary, but my kid grows like a weed, so I'd rather be too big than have to return/exchange.
The large is what I would choose. You can send them back if they're too large. If they're big enough, they'll fit by the end of the summer because of how quickly they grow! Plus, if they're a little big, the drawstring will keep them in place.
