I ordered a size medium and it fit perfectly
It is impossible for these shoes to fit Toddler 7, so the smallest size is Toddler 8.
This item is size 11 and I bought it for my niece, who is 3 years old. It was actually 10 in size, but due to lack of fairness and having to leave it at once, it was requested to change the number. It would be a good idea for you to follow the same path.
This would seem to be the case.

followed the size chart provided to determine style size, but these shoes are awfully big for my three-year-old baby girl. In terms of size, she's in the middle of an 8 and 9, but not quite an 8 yet. A brand might have a rating of 5. The size chart indicated that my daughter would wear a size 9, but she is wearing a size 9. The oversized and bulky design of these clothes makes it impossible for us to wear them. I would say it's a very durable and nice shoe, but if your child has a thin foot or is between sizes, I would suggest you don't size up too much, and ignore the stupid size chart on the website because it's rubbish.
I bought three pairs of these shoes in different colors. All of them are cute, according to my daughter. Her shoe size is 10, but I ordered 11s because of all the extra adjustments the shoes have, and they are perfect. really like the front and back straps, and the elastic adjuster at the front of the shoe is also nice. The hanging elastic piece would have been a nuisance if she were running, but I just made sure to tuck the end of the elastic into the elastic below it, and it looks like the shoe could have been worn that way from the start. These are fantastic! I'm so glad I found them! This is much better than most closed toe sandals in department stores because these are more like breathable RUNNING SHOES than blister-causing sandals. Moreover, the inside of this bag is made of a WATERPROOF The material is not a fabric material that will get ruined after a few weeks, so we can go on hikes, jump through the splash pad, and cross the river near our house without concern. The three pairs I just got for my son are very nice as well. Make sure to order the bigger size!.
This is perfect for it, and they should stay in place through the fall and winter. In his opinion, it's nice to be able to choose if he wants the heel or the top open. The size was a little different from what I expected. The next time I order, I will just order up.
Disney World has specifically purchased this item. Since we are annual pass holders, we use these a lot. They are so comfortable (literally) that my child walks several miles in them The tires seem to stay brand new no matter what the weather. We have them for about a year now. Neither her feet nor her ankles have given her blisters, nor has she complained that she was having pain. I am about to order her another pair of them in the next size up, we love them so much. It's definitely worth checking out.
There is no sign of wear or damage on these. After we use them for water sports and dry them in the sun, we store them in our cellar. My other son also received the same brand and I'll be purchasing it again in the future.
Shoes my child wears regularly aren't too hard on them, and as these were purchased during the pandemic season, they've seen significantly less wear than they otherwise would, so they should still be in decent shape. As bad as it is that I will need to buy another pair because they will soon be unwearable, it's even worse that they will be too old.
Otherwise they are great! It is really easy for me to get my sons feet in with the back strap. I like them because they are soft in the inside, and my son usually wants to wear socks even with sandals because most shoes poke everywhere. He is still good with these, however. He loves them and is only 3 years old! Our second attempt with these straps resulted in an almost immediate breakage. It snapped right back on, but I was able to sew it back on, but after a few weeks, the straps are unraveling and the Velcro won't stay in place. Could it be our pair isn't what we expected? My next purchase is probably not going to be this one.
