Buying a small for my 11-month-old who weighs 18 lbs was the best decision for me. My baby's were on the largest setting, but they fit great even on small sizes. The straps are adjustable, so I wouldn't worry about a small fitting my baby. I would suggest going with the large setting and starting off the baby on the smallest option if you want room to grow. In your case, I'd recommend getting a small, as you would fit perfectly with it if you just had it for a month or two.
Although they get a little bit of water in them, it shouldn't be too much.

We use a pool and these are better than those that are thrown away after one use, not to mention that they are more environmentally friendly. This fits my very large 2 year old son well, even though he is larger than usual even for his age. In view of how often we swim, three is not enough. I will be buying more. My jaw dropped when I saw these. Since my toddler is extremely energetic, all the snapping and effort to put on reusable diapers just a little too much for him, especially at the beach when he just wants to play in the sand.
