In the water, you use them rather than a disposable diaper. They're designed to catch solids and aren't absorbent, so they won't puff up and become too heavy like a disposable. They should not be used in place of standard disposables.

These swim diapers are popular with my son, and they appear to be comfortable. He's older (ASD) and weighs about 34 pounds, so he won't fit for very long, but that was expected, and he's almost potty trained.
ETA: I recently used one of these for my one-year-old daughter, who weighs 20 pounds and has thicker legs. Although the size that fit her waist was a little tight in the legs, they appeared to be comfortable.
If that helps anyone else decide if these are a good fit, he weighs 27 pounds and wears size 4 diapers. Even if only one of the two waist buttons is pressed, a red indent is visible on his hip.
