It is necessary to apply more than once (maybe again a bit later) if you are searching for white or silver. My recommendation is Manic Panic's Alien Grey if you are looking for a silvery gray.
There is no reason for them to do so.
There were no obvious changes to my hair. It was light brown and looked like I had never done anything To achieve a very light blonde color, it needs to be lightened dramatically.

Salt and pepper is the color of my hair there is lots of shiny silver in it. I ended up with darker grey hair, but that's all it did. It was not what I was looking for. Purple was the color I was expecting. Once it was washed out, the stain was gone. It isn't worth the effort. On grey hair, I recommend you do not use this product.
The product was used on my daughter's very blonde hair (level 8 to 9), but it did not work.
The Silver Stiletto Toner that I purchased from Manic Panic was a beautiful silver that made my platinum highlights look lighter and added a little dimension to my hair. I was hoping that the silver would be more pronounced and would have a heavier effect on my roots as they are darker blonde. Should I purchase Manic Panic dye again, I would probably choose the bluer silver tone, possibly because it will impart a more dramatic effect than I had originally hoped. A silver tone like Silver Stiletto Dye/Toner is best suited for someone with freshly bleached hair (especially all-over bleach) who wants a subtle silver tone. If you just lightened your hair it is a good dye to use as it doesn't cause further damage, and it doesn't turn your locks into cotton candy / teasing hair metal damaged nightmares. The toner delivers a good result, without the in your face silver some may want.
It is a great idea to create this product. In spite of the directions stating that it should only be used on blond hair, I decided to give it a try. The damage that chemical bleaching does to my red hair is reason enough for me not to chemically bleach it. Yet I thought it would be cool to see what a purple silver would look like on my fiery It did not take, you can guess the result. Other than that, the product has a nice feel to it. A strong stench does not permeate the air. For blondes, I'm sure it works wonders. We who have dark hair, however, will not benefit from this method. It appears that I will have to continue searching for that elusive product.
In order for this color to work, the hair must be very overprocessed. It is naturally an 8/9 level blonde with a light silver streak after lightening with 40 volume developer and leaving the remaining color in (I do not want to bleach it because she is twelve and her hair is curly/frizzy and she can not cut it if it fries). In contrast to the darker colors, this one did not work without prep, so we used clarifying shampoo without conditioner and then blew it dry before using it. It was a total letdown.
My purchase of this product was the same mistake as the majority of people who bought it. The toner, not the color, is the key to using it. It does a great job, but you will need to make sure your hair is light enough for it to work.
Even though I left it on for over an hour (granted, it's a bit chilly in the house, so it may have affected how the dye worked), my hair didn't seem to benefit much from it. In the beginning, my hair was black, I bleached twice, I toned here and there (but not thorough), and this made a couple locks more gray or neutral-looking. There are tones, but never the entire silver effect, and definitely a few streaks in the picture. Besides mixing it with conditioner, having some conditioner in the mix may have adversely affected the results. My decision was to buy this product on Amazon or another one from another site (which would have cost shipping and extra time), and I realized this one was not even that much cheaper (just around $4 less, Yes, I do not think this is worth the time at all, do not.
