My personal experience was that a bassinet sheet was not necessary. In order to make the pad more comfortable, I wrapped it with a blanket. There is a detachable pad on this bassinet. This bassinet is amazingly spacious and I would definitely use it with a sheet on it if it was the right size. The program is constantly used by our company.
It may be under the mattress pad if you are referring to the velcro strap used to hold baby in the bassinet and prevent him from moving too much. The place where I found mine was there.

Our crib matched our existing one, so we didn't have to purchase one.
