What's the best way to put it to use? Is this a concentrate or can I put a few drops in my gas mower for the winter?

It's a supplement, and the usual treatment is. 1 gallon of 5 oz Long- 1 oz. per gallon for long-term storage I'd put the right amount in your mower for the winter, fill it up with gas, and you'll be good to go when the weather warms up.
