The angle at which it is welded is an unavoidable issue. Obviously, the designer overlooked the slop that comes with sliding one tube into another. The tube can now angle down in the back due to the slop. When you slide this tube into your receiver hitch, it angles down slightly, and then you slide your secondary tube into the drop down receiver, which angles down as well. As a result, the back of my scooter is 4" lower than the front. It isn't just the scooter's weight that is weighing down the back of the car. Before welding, the designer should have taken this into account and allowed for sag.
