As a Town Car from a 1991 model year is a 2nd generation Town Car (meaning model years 1990 - 1997), and shares the same platform and body style as a 97, I would think that it should fit all Town Cars from this period. The motor works on Grand Marquis and Crown Vics of the same year even if they did not come with a pulldown motor (you just need to run a wire to it). Take a look at your old one and see if you can find a part number. Find out what you can find by going online and typing in the part number
There is a plastic housing on all motors that have been replaced.
