As the fans should spin at different speeds when the air conditioner is on, do they do so, when it isn't on air conditioning?

There is no doubt in my mind. It is by using this "control module" that the ECU regulates the fan speeds. A regulator is essentially what it is.

How do I know if I can rely on it?

This one does not have one, so you would have to purchase it separately, as I did with my second purchase, since my first one had failed me again after a year.

Error code #P0480 has been cleared

There was a problem with the overheating on my 2007 Kia Sadona. This computer was having a problem with the fan control circuit with error code P0480. I ordered this part after checking the approx date. It was listed as to be delivered in a couple of days. You will receive your package within 10 days! My order actually arrived four days after I ordered it! Did the package arrive in THREE bubble I thought the padding was sufficient for this electronic part, though a nice padded box would have been nice. The part looked exactly like the one from the factory. It was made in Korea, either the north It took maybe 20 minutes to install, and the fans immediately started working when it was turned on. Thus far, there hasn't been any overheating and the issue has been resolved. A new error code was returned You may not return from the set. I am so far satisfied with my purchase, even though it has been only three days.
