When using Mityvac to apply vacuum to this part, are the weights supposed to move as the can's lever moves toward the can?

There should be no movement of the weights. RPM controls the weights, while vacuum controls the canister. Thank you very much. br>br>

Will this fit a 1978 L48 HEI distributor on a Corvette?

Most factory GM HEI distributors are compatible with part number 31035. I'm not familiar with the L48, but if it comes on a 350 5, that's what I'll go with. It should fit a 7 from a 1978 Corvette. Thank you very much. br>br>

Will this fit my 383 Dodge Charger from 1967?

I'm not certain. It depends on your distributor system and whether or not your carburetor has ported and/or permanent vaccuum ports. A dodge forum can provide more specific answers.

What is the amount of advance in this canister?

I'm sorry, but I can't say how far the vac will go. Mine is working fine now with a 10 degree vac advance; I also tried 20 degrees as an experiment. The cannister still had some reserve, so it could easily go above 20 degrees.

The rating is subject to change after the unit has been tested, installed, and adjusted. The printouts that have been provided are illegible. Because the unit failed within 500 miles of use, it was downgraded from 5 stars to the current rating.

because, unlike its cousin Chevrolet, they spin in the opposite direction

I couldn't get it to adjust, but it was already in the correct position. This won't fit a Pontiac because it spins counterclockwise rather than clockwise like its cousin Chevrolet. This section would hit the nail on the head, preventing the timing from being advanced too far. It would almost certainly fit a Chevy.
