Is this designed to work with a tow hitch that has already been assembled?

When the trailer hitch isn't in use, the cover is used to conceal the receiver. The receiver is hidden behind the cover for a more appealing appearance.

The mounting hardware was not included with the cover. What hardware part numbers do I require?

I didn't require any additional equipment. The job can be done with just a couple of bolts and nuts. But you'll have to unscrew them every time you use the tow hitch to remove the cover. I hope this has been of assistance.
